Should School Buses be equipped with Seat Belts ?

We might ask this question a little differently. Should schools be held the same level of responsiblity in protecting a child that they transport as a parent or guardian would be ? Are our children worth the cost of a simple 2 point seat belt for 16 to 20 dollars each ? What do you think ?
